Insight policy for proactive coding agents

Google's Jules team frames proactive coding-agent quality around whether an agent surfaces the right diagnostic insight, with evidence, at the right time. Why it matters: Autonomous coding tools need evaluation beyond task completion: useful systems should know when to interrupt, when to stay silent, and how to justify a suggestion with traceable evidence.

Try this: Add an agent-review rubric with four questions: what did it notice, what evidence supports it, was interruption justified, and did it avoid noisy suggestions?
