Copilot code review cost controls

GitHub's Copilot individual-plan FAQ says usage-based billing is live, and Copilot code review can consume GitHub Actions minutes in addition to GitHub AI Credits. Why it matters: Coding-agent governance is partly a cost-control problem. Review automation, scheduled tasks, and AI credits need explicit limits so background assistance does not become untracked recurring spend.

Try this: Before enabling automated code review broadly, document which repositories can use it, expected run frequency, Actions-minute impact, credit budget, and the human review step for generated feedback.
